• Led the evaluation and enhancement of Colombia’s spectrum allocation policies for International Mobile Telecommunications (IMT) services
• Conducted a comprehensive diagnostic of current spectrum assignment procedures and technical frameworks, identifying operational inefficiencies and regulatory gaps
• Benchmarked Colombia’s practices against international best practices, including those from Europe, Asia, and the Americas, ensuring alignment with global standards and WRC recommendations
• Designed a strategy to optimize the allocation and utilization of IMT bands, with a focus on enhancing mobile broadband coverage in rural and underserved regions
